Student transfers

  • In the process of learning students have the opportunity to transfer from one educational organization to another, from one educational program to another, from a paid basis for learning on the government educational order.
  • Transfer of students from a paid basis on learning on the government educational order is carried out by awarding educational grants released in the course of learning in the order approved in accordance with subparagraph 5 of Article 4 of the Law "About Education" and the Rules of awarding an educational grant to pay for higher education, approved by the Government of the Republic of Kazakhstan on January 23, 2008 № 58.
  • Governmentments of students about transfer and recovery are considered by the rector of university during a vacation period not later than 3 days before the beginning of the next academic period.

Academic difference in disciplines

  • At transfer or recovery of students the academic difference in disciplines of working curricula studied by them for previous academic periods is determined and the direction of learning and profile of the educational program is taken into account.
  • Academic difference in the disciplines of the working curricula is determined by the university on the basis of the list of disciplines studied, their programs and volumes in academic hours or academic credits reflected in the transcript, or a certificate issued to persons who have not completed education (hereinafter - the certificate).
  • Volume of academic credits of the academic difference in the disciplines of working curricula in the transfer or recovery of students, as a rule, should not exceed 25 credits on the EP of the bachelor's degree.
  • When transferring or reinstating students from a foreign educational organization, a document on the mastered curricula (academic certificate or transcript), as well as a document on the completion of previous level of education, which must undergo the procedure of nostrification in the Republic of Kazakhstan in the order established by the Rules of recognition and nostrification of educational documents, approved by Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 10, 2008 № 8.
  • Persons at transfer or recovery from a foreign higher education institution after the first academic period submit along with documents on the list also results of entrance tests at entering foreign higher education institutions.
  • University students are transferred or reingovernmentd after graduation, if they have completed the first academic period in full according to the individual study plan. In this case, the student is transferred or restored to any academic period regardless of the period of leaving.

Transfer of earned academic credits

  • Positive grades of a student are recognized with the transfer of academic credits from one educational program to another, from one educational organization to another educational organization.
  • Re-offset of academic credits is carried out on the basis of comparison of educational programs, the content of the list of mastered disciplines, their volume, acquired knowledge, skills and competencies, as well as learning results.
  • Differences in the forms of final control are not taken into account in the recalculation of credits learned in academic disciplines. Set-off is equated to the letter system of assessment of academic achievements of a student, corresponding to the digital equivalent of a four-point system in the range from minimum D (1.0; 50-54%) to maximum A (4.0; 95-100%), according to the Rules for the organization of the educational process on credit technology of education, approved by Order of the Minister of Education and Science of the Republic of Kazakhstan dated April 20, 2011 № 152 (as amended and supplemented by Order of the MES RK № 563 of 12.10.2018).

GPA

Grade Point Average
  • Transfer of students to the next year of study is made on the basis of the results of the academic year, taking into account the results of the summer semester and the accumulated average grade point of achievement (GPA - Grade Point Average).
  • An obligatory condition for the transfer of students to the next year of study is their achievement of the average GPA score not lower than the GPA established in the university.

Target places

Educational grant / state educational order
  • Education grant or government educational order (hereinafter - the government order), who has reached the established transfer grade and transferred to the next course in the presence of academic debt, liquidates it on a fee-paying basis, while maintaining the educational grant or place on government order.
  • Students who have entered the target places under an educational grant or a government educational order (government order) approved for the university, within the allocated quota, may be transferred to another university only on a fee-paying basis.

Student Transfer Procedure

Student wishing to transfer to another university, shall submit an application in any form for transfer to the rector of the university and, having received a written consent to transfer, sealed, applies to the head of the university of interest;

Copies of the transcript signed by the Rector and the office of the Registrar and sealed and the application addressed to the Rector of the university (with the Rector’s signature and seal) are attached to the application for transfer in the name of the head of the receiving university;

In accordance with the visas of dean of faculty, office-registrar, the order of rector of university on transfer of student is issued. Head of the university where the student is transferred to, within three working days from the date of issue of the order sends a written request to the university for sending his personal file. Request shall be accompanied by a copy of the order on transfer of the student.

After receiving such a request, the rector’s order on transfer with the wording “transferred to (name of the university)” is issued and within three working days from the date of issuing the order on transfer the Academic Department sends the student’s personal file to the host university. University keeps a copy of the transcript and an inventory of the documents to be transferred.

Student Transfer Procedure

Student wishing to transfer to the university from another university shall submit an application in any form for transfer to the rector of the university and, having received a written consent for the transfer, sealed, shall apply to the rector of the university to which the transfer is made;

Copies of the transcript signed by the rector and the office of the Registrar and sealed and the application addressed to the rector of the receiving university (with the rector’s signature and seal) shall be attached to the application for transfer;

On the basis of the submitted documents, the dean determines the difference between the disciplines in the curricula and determines the year of study in accordance with the pre-requisites studied;

Office of the Registrar carries out the recalculation of the assimilated credits in accordance with the educational program and approves the individual study plan of the student;

In accordance with the visas of the dean of the faculty, the office of the Registrar, the order of the Rector of the university about the enrollment according to the government educational order (in the presence of the certificate about the awarding of the government grant) or on a paid basis is issued, and within three working days from the date of the issue of the order the written request is sent to the university about the transfer of the personal file of the student. The request shall be accompanied by a copy of the order on transfer of the student.

After receiving such an order the rector’s order on transfer from the university is issued with the wording “transferred to (name of the university)” and within three working days from the date of issuing the order on transfer the personal file of the student is sent to the address of the receiving university. University keeps a copy of the transcript and an inventory of the documents to be sent.

Provision of academic vacation

A period during which a university student temporarily interrupts his/her studies for medical reasons.

Arranging academic vacation

In order to arrange academic vacation, the student submits an application to the rector of the university.

Academic vacation is granted to students on the basis of:

1) conclusion of the Medical Advisory Commission (hereinafter referred to as “MAC”) at the out-patient organization for the period from 6 to 12 months due to illness;
2) decisions of the Centralized Medical Advisory Commission (hereinafter referred to as “CMAC”) of the antituberculosis organization in case of tuberculosis illness for a period not exceeding 36 months;
3) summons for military service;
4) birth, adoption or adoption of a child up to the age of three years.

Exit from academic vacation

– After taking an academic vacation, a student submits an application to the rector and submits a certificate of health status from the health care organization that has observed the patient, with a conclusion on the possibility of continuing education on this EP – when the student is on academic vacation due to illness.

– When a student returns from an academic vacation, he or she continues his or her studies from the course from which the vacation was taken.

– In the event that the date of the academic vacation or leave does not coincide with the beginning or end of the academic period, the student on an individual schedule performs all academic tasks and scores points required for the admission rating, or is recorded in the summer semester for the disciplines for which there was a difference.
