To train leaders of digital transformation in public administration who can effectively leverage innovative technologies to improve the quality of life for citizens.

To establish GOLD as an international hub for the training of elite professionals and the development of innovative solutions in digital public governance, with significant impact at both regional and global levels.

Department structure

Altair Akhmetov

Director of the School of Digital Public Administration

Altair Akhmetov holds a Master’s Degree in Public Administration from the University of Birmingham, UK and a PhD in Law.
He is a Certified Project Manager (IPMA), a Certified PRINCE2 Project Management Practitioner and Trainer, a Certified Scrum Master, and a Certified Professional Coach ICU|ICTA.
He has been awarded the Presidential Gratitude of the Republic of Kazakhstan and is a two-time Gold Winner of the IPMA Global Project Excellence Awards (2021 and 2023).
Previously, Altair Akhmetov headed the Department of Public Administration at the Presidential Administration of the Republic of Kazakhstan, where he led large-scale government reform initiatives, managed cross-sectoral stakeholder engagement, and applied project management methodologies.
His prior experience also includes positions as Rector and Vice Rector for Academic Affairs and Information Technology at the Academy of Public Administration under the President of Kazakhstan.
He also served as Deputy Chairman of the Committee of Science and the Committee for Control in Education and Science at the Ministry of Education and Science.
