The relevance of the project lies in the fact that in our country, an inventory of existing hydraulic structures has not yet been conducted, and there is no system for their monitoring. Most of these structures are earthen dams, reservoirs, and barriers on small water bodies. The owners of these hydraulic structures do not have either a maintenance staff or specialized equipment to monitor their condition. Moreover, especially during flood periods, the failure of such dams can lead to significant human casualties and material losses.
The project proposes the development of a unified digital system for storing and processing information based on modern geoinformation technologies. The plan includes creating a web application with a user-friendly interface linked to a geographic map. A relational database will be built, containing descriptions of the physical characteristics of objects, other available information, data on the timing and nature of inspections, as well as reference, advisory, and historical information. An intelligent data analysis module will be developed to support decision-making.
The development technologies are based on modern geoinformation application development systems (Java, Python, JavaScript, Apache HTTP Server, ArcGIS, PostgreSQL). A drone is used to obtain high-quality images of the terrain and create maps at various scales.
Expected results: The system will enable the inventory of hydraulic structures, identify those whose condition is uncertain and requires inspection. Based on the analysis, the system will automatically generate recommendations for the owners of the structures and local authorities regarding their operation.
The project will contribute to further digitalization in resource management across the country. It will enable cooperation with local authorities, emergency services, and integration of the project with land cadastre data.
