Regulations on the Competition for the Astana IT University Rector’s Grant under the “Digital Public Administration” Educational Program
1.2 The purpose of the competition is to identify and support talented, proactive, and motivated school graduates who demonstrate strong academic potential, leadership qualities, and an interest in the digital transformation of public administration.
1.3 The Rector’s Grant is awarded on a competitive basis following a comprehensive assessment of the participants’ academic performance, entrance examination results, individual achievements, and creative assignment.
1.4 Participation in the competition is free of charge.
2. Competition Participants
2.1 Applicants applying to the “Digital Public Administration” educational program who have fulfilled the requirements of these Regulations may participate in the competition.

3. Competitive Selection Criteria
The competition for the Rector’s Grant is conducted according to the following criteria.

3.1 Unified National Testing (UNT) results (25%)
After school - at least 70 points
After college - at least 35 points
When ranking the applicants, preference is given to participants with a higher competition score.

3.2. AET internal examination results (25%)
The applicant must successfully pass the Astana IT University internal examination and achieve at least the established passing score.
Minimum passing scores:
English — 30 points;
Computer Science & Logic — 25 points.
Preference is given to participants with a higher score. The higher the examination result, the higher the score awarded under this criterion.
3.3 Average secondary school certificate grade (30%)
In the competition for the Rector’s Grant, the average grade stated in the certificate of general secondary education is assessed.
Preference is given to participants with the highest average grade.
3.4 Olympiads, research competitions, and other achievements (10%)
Additional points are awarded to winners and prize-winners of:
international olympiads and competitions;
national olympiads and competitions;
regional olympiads and competitions;
research competitions;
research project competitions.
Verified achievements in IT, economics, public administration, social projects, debates, leadership, and youth initiatives may also be taken into account.

3.5 Competition video (10%)
Topic: “The State of the Future: My Digital Idea”
Slogan: Don’t wait for the state of the future. Propose what it should be like.
In the video, the participant must present one idea that could make interaction between citizens and the state simpler, faster, and more convenient through digital technologies.
The main question of the video:
“If you had the opportunity to change one thing about how the state works using technology — what would you change?”
Video requirements:
duration of 60–90 seconds;
good video and audio quality;
original content created by the participant;
a creative and modern presentation format;
compliance with academic ethics and copyright requirements;
mandatory use of the #AstanaITUniversity hashtag
Video evaluation criteria:
relevance of the issue addressed;
originality of the idea;
creativity;
strength of argumentation;
quality of visual design and editing;
compliance with the established requirements.
Professional video production and complex editing do not provide an advantage. Priority is given to the idea, the participant’s thinking, and their ability to propose a solution.
4. Determination of Winners
4.1 Participants with the highest overall ranking are declared the winners.
4.2 If the final scores are equal, preference is given to participants in the following order:
1. a higher average secondary school certificate grade;
2. a higher AET result;
3. a higher Unified National Testing (UNT) result.
4.3 The decision of the competition committee is documented in the minutes and is final.

5.2 The winners of the competition are awarded the Astana IT University Rector’s Grant to study under the “Digital Public Administration” educational program in accordance with the terms established by the University.
