Further professional activities of the graduates of the Digital Public Administration and Services programme includes specialization as a teacher in higher education institutions, work as a researcher/researcher in research institutes, as well as work in public authorities as a digitalization officer, business analyst in digitalization of public services of various purposes. The main activity involves the creation and management of models, methods and algorithms for the analysis of business processes, functions, standard-setting documentation in industrial enterprises, design organisations, public and private enterprises. The scope is not limited to the IT industry, but also involves participation in public administration projects in interdisciplinary fields, where a wide range of software tools are designed, implemented and used. In other words, graduates of the Digital Public Administration and Services degree programme will be in demand in virtually all areas of the economy and public administration, as well as the management of human activities.

Course Curriculum

Further professional activities of the graduates of the Digital Public Administration and Services programme includes specialization as a teacher in higher education institutions, work as a researcher/researcher in research institutes, as well as work in public authorities as a digitalization officer, business analyst in digitalization of public services of various purposes. The main activity involves the creation and management of models, methods and algorithms for the analysis of business processes, functions, standard-setting documentation in industrial enterprises, design organisations, public and private enterprises. The scope is not limited to the IT industry, but also involves participation in public administration projects in interdisciplinary fields, where a wide range of software tools are designed, implemented and used. In other words, graduates of the Digital Public Administration and Services degree programme will be in demand in virtually all areas of the economy and public administration, as well as the management of human activities.

A graduate of the Digital Public Administration and Services programme may carry out the following professional activities:

  • Project-oriented;
  • Research;
  • Pedagogical;
  • Management in public administration.

The aim of the educational programme is to train leaders of digital transformation and a new generation of public administrators capable of digitalizing public services, business processes, and managing digital state systems to operate effectively in the digital transformation of the economy and the development of the information society.

  1. To train highly qualified scientific and applied specialists in the area of digitalisation of public services, service model of digitalisation of the state apparatus and application of the acquired knowledge in various sectors of the economy.
  2. To equip students with fundamental concepts, theories and approaches to digitalisation;
  3. Be able to apply the theoretical and practical knowledge gained in solving practical problems in information and communication technology and interdisciplinary fields, and successfully carry out management and research activities.
  4. Be able to carry out research work related to the objects of professional activity and analyse existing algorithms, models and methods of digitalisation of the state apparatus, as well as general concepts, theory and approaches to digitalisation;
  5. Know research methods and have the skills to conduct research and systems analysis to solve complex technical problems and apply the results of the analysis to best optimise public administration processes.
  6. Have an understanding of current trends in the digitalisation of public administration and public life;
  7. Know and apply the knowledge of pedagogy and psychology of higher education required in their professional teaching activities, as well as give the ability to use interactive teaching methods to improve the accessibility of presentation and materials;
  8. To be competent in optimising public administration processes so that when dealing with information the required result is obtained in a minimum number of iterations and the required computing resources;
  9. Be able to summarise the results of research and analytical work in the form of a thesis, scientific articles and reports at scientific and technical conferences, and provide assistance in writing academic reports, policy briefs and other.

The content of the course is aimed at the study of basic categories, basic concepts, directions, problems of general psychology and the possibility of their practical solution. The course “Psychology of management” has a practical character and is aimed at determining the priority of the studied problems: psychology of personality and activity of a manager, leadership, management and managerial communication, mechanisms of motivation and study of group interaction processes, etc. In addition to the theoretical and methodological part, the study of the discipline has a pronounced practical orientation and in many ways complements the courses in organizational psychology and social psychology.

The course aims to provide the Master’s student with knowledge about the properties of science as a form of cognition and as a socio-cultural phenomenon in its historical development. During the course, the Master’s student studies both the problems of philosophical comprehension of science in general and the specificity of the problems of the biological branch of scientific cognition. The importance of the course is due to the fact that the training in the framework of the master’s degree personnel, capable of independent research activities, requires a deep and multifaceted understanding of the philosophy of biological cognition on the basis of ideas about the general essence of the phenomenon of science. The course is aimed at formation of systematic natural-science ideas of interaction of a human being with natural environment, at formation of ability to apply theoretical knowledge for their harmonization.
